The changes that were broth by the process of decentralization in Macedonia enabled increasing of the opportunities for work of the Urban Communities. As a result of this changes and opportunities that the process of decentralization is offering, and the experience from the reactivating of the Urban Communities in Prilep, came out the idea of this project.
The aim of the project is reactivating of the Urban Communities in Kichevo as a unique model that will join the citizens and they will get the possibility for full inclusion in the decision making processes on the local level. Guided by the experience that CCI gained by realizing of the project for building of the capacities of urban communities in Prilep, with this project will enable the citizens from Kichevo for active citizens participation in the decision making processes, and at the same time trough transferring of the positive experiences in Prilep to the Center for sustainable development of the community from Kichevo will be enabled improvement of the cooperation between urban communities and Local Self-government.
In Kichevo there are 17 urban communities out of which 11 are urban and 6 are rural. In all the communities can be noticed that the problems are mainly from infrastructure, but also there are other problems as: nonfunctioning of the direction of the urban communities, existing of old managements – more than 10 years, they don’t have meetings, low interest of the citizens about the activities in the community, out of 17 urban communities only one has active bank account, all urban communities are facing the problems as unemployment, infrastructure etc.
The representatives of the urban communities from Kichevo pointed the major problem for nonfunctioning of the urban communities is lack of organization of the citizens and the lack of interest by the side of the local self-government for cooperation with urban communities.
At the beginning of the realization of the project activities CCI representative had a meeting – initial meeting with the representatives of the urban communities from Kichevo and representative from Center for sustainable development of the communities from Kichevo, for transferring of the positive experiences from the reactivation of the urban communities in Prilep. Citizens inclusion in this process was crucial for the planning of the future steps in the work with urban communities, and so on the basis of the information that were received from the representatives of the urban communities was made a report for the work and the functioning of the urban communities in Kichevo.
For successful realization of the project we stepped forward toward activating of the citizens in their community, with organizing 5 workshops for transfer of the experiences of the work of urban communities in Prilep. For straightening of the capacities of the urban communities a Coordinative body has been formed with aim of connecting trough partnership between the representatives from the urban communities and local self-government.
Aiming at promotion of the project and increasing of the interest of the citizens for their active participation in the decision making processes on local level, were prepared and distribute printed materials. The materials were distributed on the opened forums for the citizens of the urban communities, and in the most frequent parts of Kichevo.
The initiatives that were undertaken in the urban communities show positive example, proving that the citizen’s movement is a carrier force for the development of the community. Trough the realization of this project was provided a support of the work of the urban communities as a unique model, that will join the citizens together in resolving of their common problems and their engagement in the decision making process on local level.
The project is implementing in the period 01.10.2007 – 30.09.2008, and is financed by German Marshal Fund, the program of Balkan Trust for Democracy.
