The project realization will be used as a means for contributing towards improving the prison conditions in Macedonia. This will be accomplished with the establishment of the National Preventive Mechanism (NPM). The Macedonian government has ratified OPKAT and predetermined in the Article 4 of the Law the Ombudsman to be National Preventive Mechanism.
With the cooperation and approval from the Ombudsman, the non-governmental organization registered in the Republic of Macedonia can undertake some of the National Preventive Mechanism responsibilities; therefore the CCI will initiate open meetings for the relevant sides that showed an interest with the aim of increasing the transparency of the process and making an open selection of the organizations which will be involved in the NPM.
With this approach, we will contribute towards the transparency of the process of selection of the relevant sides that showed an interest in taking part in the NPM, so that the end of the interventions will be followed by determined procedures for the participation in the NPM. An official selection from the non-governmental organizations will also be made. They will be entitled to take some of the NPM responsibilities.
With the initiation of the process of creation and determining the NPM process, the relevant sides that showed an interest will contribute towards the application of the human rights for people in the penitentiaries.
Open meetings for the relevant sides that showed an interest will be organized for exercising and initiating the NPM with the aim of improving the prison conditions. Transfer of knowledge will take place among the countries of the region, such as Albania where this process is one step ahead. A group will be organized to visit the prison and make a report which will be presented to the national conference during which the project results will be promoted.
